PROBLEM TO BE SOLVED: To provide an electric floor heating device having a lead cable provided with an insulating layer which is hardly deteriorated in a condition where a heat insulating material is formed by foaming resin between joists, and hardly causes bad environmental influences when disposed of and incinerated. SOLUTION: The electric floor heating device 1 comprises a panel member 2 provided with a plurality of joists 8 arranged substantially parallel to each other with an interval therebetween, on one surface of a plate 7 with respect to a perpendicular Z, a lamination of a heating member 3, a heat storage material 5 and a heat insulating material 6 arranged in this order on one side in the perpendicular Z between the joists 8, and a flexible lead cable 4 of which one end 4a is electrically connected to the heating member 3 and the other end 4b is arranged on one side of the plate 7 in the perpendicular Z through the heat insulating material 6. The lead cable 4 has a heat insulating layer 10 formed with a nonhalogen base heat resistant material.
