PROBLEM TO BE SOLVED: To provide a flash light emitting device constituted so that the occupied space of a component member for restricting the moving speed of a flash light emitting part is small and the production cost of the component member is made low. SOLUTION: In a stroboscopic device being the flash light emitting device, a light emitting part main body 12 in which a flash light emitting tube 13 or the like is assembled is supported by a rotary supporting mechanism having a rotary damper function, and the rotary supporting mechanism consists of a rotary shaft 16 fixed in the main body 12 and a bearing tube 17 fit to the shaft 16 through a small gap and fixed in a camera side main body 2 and is constituted by filling grease in a gap part between the rotary shaft and a bearing. When the main body 12 is rotated by the energizing force of a spring 19 toward a pup-up position, its moving speed is restrained by the action of the friction torque of the rotary supporting mechanism and its bound at the pop-up position is prevented.
