PROBLEM TO BE SOLVED: To obtain an electrical signal which is proportional to the flow rate of water of water supply, from a water supply meter of a direct reading type. SOLUTION: A pilot 101 is assembled in the water supply meter of a direct reading type and has a plurality of reflecting surfaces. From a light-emitting element 002, a light is irradiated on an arbitrary surface from among the reflecting surfaces. Accompanying the rotation of the pilot 101, the reflection angle of the irradiated light changes. The light-receiving surface of a light- receiving element 004 is so set that the reflected light can be received, when the reflection angle has a specified value. Thereby an electrical pulse signal proportional to the flow rate is obtained from the output of an amplifier circuit 005, connected with the light-receiving element 004.
