PROBLEM TO BE SOLVED: To obtain a sealing device leak-free in a rotary vane actuator pressure chamber. SOLUTION: The sealing device on an end portion of the pressure chamber enlarges as step 2a shaped inside diameter of both ends of an outside cylinder 2, inserts to press and abut an annular plate 7 upon a main shaft 1 toward between the step 2a and the main shaft 1 and forcedly fastens to the step 2a by means of a through screw 13. The sealing device of a rotating blade/ stationary blade equips tubes 14, 15 on hollow bodies 4c, 5c by forming the hollow bodies 4c, 5c in the respective blade based bodies 4a, 5a, provides with a check valve 16 which passes from the tubes 14, 15 to the pressure chamber 6a and presses and abut the tubes 14, 15 on an entire wall of the hollow body 4c, 5c.
