PROBLEM TO BE SOLVED: To provide a heat insulating panel and an externally attached surface covering heat insulating structure capable of sufficiently obtaining installing rigidity of an outer wall while restraining a heat loss quantity. SOLUTION: In this heat insulating panel used for the externally attached heat insulating structure for forming a heat insulating layer on the outer wall side of a column material for supporting an inner wall and an outer wall, the heat insulating panel and the externally attached surface covering heat insulating structure using this panel are characterized by forming a groove part capable of housing an outer wall installing backing material on one side surface of the heat insulating panel.
