PROBLEM TO BE SOLVED: To solve a problem that the operation of an on-off valve (water supply, cut-off and discharge quantity adjustment) is impeded in a no-current flowing state due to the interruption of electric service or the like in a conventional pilot valve type electromagnetic water supply device for a private parts washing device. SOLUTION: This water supply device is a manual prior-stage water supply device composed of a valve body 67 with an inflow port 61, an inflow duct 62, an outflow duct 64 and an outflow port 66 integrally formed; a strainer lid 20 screwed to the inflow duct 62; a shaft 74 inserted in the outflow duct 64 and having a wedge-shaped groove 75; a shaft guide 77 journaling the shaft 74; a manual dial 76 fitted to the shaft 74; and a coil spring 80 for applying clockwise energizing force to the shaft 74.
