PROBLEM TO BE SOLVED: To enhance the moisture resistance of a phosphor of a BaFX system to enhance the sensitivity. SOLUTION: The phosphor layer of this panel contains an organic compound having a hydrophilic group and a hydrophobic group, and stimulable phosphor expressed by a compositional formula (Ba1-aMIIa)F(Br1-bIb), xMI, yMIII:zLn wherein MI represents at least one kind of alkali metal selected from the group comprising Li, K, Na, Rb,and Cs, MII represents at least on kind of alkaline earth metal selected from the group comprising Sr and Ca, MIII represents at least one kind of trivalent metal compound selected from the group comprising Al, Ga, In, Tl, Sc, Y, La, Gd, and Lu, Ln represents at least one kind of rare earth element selected from the group comprising Ce, Pr, Sm, Eu, Tb, Dy, Ho, Nd, Er, Tm and Yb, a is a numerical value of the range of 0<=a<=1, b is a numerical value of the range of 0<b<=1, x is a numerical value of the range of 0<=x<=0.3, y is a numerical value of the range of 0<=y<=0.3, and z is a numerical value of the range of 0<z<=0.2}.
