PROBLEM TO BE SOLVED: To provide a flame-retardant epoxy resin composition developing excellent flame-retardant effect as halogen-free flame-retardant formulation substituting for flame retardant formulation using a halogen, excellent in physical properties such as heat resistance and water resistance of molded product and adhesiveness for use in laminates in the electric field. SOLUTION: This flame-retardant epoxy resin composition consists essentially of a phosphorus-modified epoxy resin (a1) obtained by reacting an epoxy resin (A) with an ethylenic unsaturated monobasic acid (B) and reacting the reaction product with a phosphine compound (C) having aromatic group on phosphorus atom and a curing agent (D) or consists essentially of a phosphorus-modified epoxy resin (a2) obtained by reacting the ethylenic unsaturated monobasic acid (B) with the phosphine compound (C) having aromatic group on phosphorus atom and reacting the reaction product with the epoxy resin (A) and the curing agent (D).
