PROBLEM TO BE SOLVED: To provide a floor heating panel wherein proper nail driving is ensured by providing nail driving enabling portions over a wide area while preventing the driving on a heating long structure. SOLUTION: A floor heating panel is adapted as follows. A heating long structure 6 is disposed in a zig-zag manner over relaying grooves 5b, 5c provided in end panel portions 2, 3 and a main groove 5a provided in a unit panel section 1. The unit panel section 1 and the end panel sections 2, 3 are constructed with a resin made plate shaped base member. A small floor joist 7, for which nail driving is possible, is provided between the adjacent unit panel sections 1 located in the width direction of the unit panel section 1, and in a virtual extension section 2a of the small floor joist 7 the end panel section 2, between the relaying groove section 5b provided in parallel in the virtual extension direction a nail driving section 8 for nail driving is provided.
