PROBLEM TO BE SOLVED: To provide a rolling bearing with a polymer lubricant enclosed by which the oxidation and deterioration of a base oil can be suppressed by reducing frictional resistance between the polymer lubricant and an inner ring, an outer ring and a rolling movable body, and by preventing the polymer lubricant from its fusion and damage due to self-heating and the reduction of running torque, and manufacturing method. SOLUTION: The frictional resistance is reduced by reducing a contacting area with the inner ring 1, an outer ring 2 and the rolling movable body 3 by providing multiple convex structural bodies 6 composed of resin powders such as PTFE and polypropylene or the like at least on one face of contact faces with the inner ring 1, the outer ring 2 and the rolling movable body (a roller) 3 among the surfaces of the polymer lubricant 5.
