PROBLEM TO BE SOLVED: To provide a removal and restoration method for a paved surface that can, without elaborate equipment, reduce the working procedure and thereby working labor and working cost of an excavation and restoration method for a small-scale shaft capable of shortly finishing restoration via simple equipment and simple work without causing defective rolling compaction. SOLUTION: The excavation and restoration method for a small-scale shaft includes a step of excavating a shaft by using a cylindrical cutter 2 rotatable when inserted in a surface course 1A and a base 1B of a road to cut the surface course 1A and the base 1B all together, and a step of restoring the excavated shaft 1 by filling the space above an existing subgrade part 1C with cement- emulsion mortar 3 and charging the shaft 1 with the base 1B and the surface course 1A to cause the cement-emulsion mortar 3 to penetrate the base 1B and the surface course 1A. The self-hardening of the cement-emulsion mortar 3 fixes the base 1B and the surface course 1A in the shaft 1.
