PROBLEM TO BE SOLVED: To provide a color photosensitive resin composition which has good dispersion stability and high sensitivity for exposure to UV rays, which can be developed with an alkali aqueous solution and which can form a black matrix having a high film strength and low reflectance. SOLUTION: The photosensitive color resin composition is prepared by using a titanium black dispersion liquid prepared by the following dispersion treatment. In the dispersion treatment carried out by charging a stirring device equipped with a plurality of granular media with titanium black and a polymer solution containing a solvent and a polymer component, even after the average particle diameter of the titanium black reaches a specified size (at time t0), the dispersion treatment is continued while keeping the average particle diameter. The dispersion treatment is continued till the relation Gt>=1.2G0 is obtained. wherein G0 is the mirror surface gloss (gloss) of the film formed by spreading the dispersion liquid at the time t0 on a substrate and Gt is the mirror surface gloss of the film formed by spreading the dispersion liquid at the time ti when a specified period has passed after t0 on the substrate.
