PROBLEM TO BE SOLVED: To provide an inexpensive seal device capable of having a sealing capacity coping with a hydraulic pressure in a movable part and directly supporting a load at the seal section. SOLUTION: The seal device is provided with a first cut-off board 2 and a second cut-off board 3 provided opposite to the first cut-off board. These cut-off boards 2, 3 work as water-tight seal face 5 while keeping reratively transferable condition. A sealing material 7 filled on the seal face 5 is constituted of a member swelling by the contact with water and a retaining member for keeping the swelling member on the seal face.
