PROBLEM TO BE SOLVED: To obtain a catalyst for polymerizing olefins excellent in activity against hydrogen and capable of producing a polymer having high stereoregularity in high yield. SOLUTION: This catalyst for polymerizing the olefin is formed from (A) a solid catalyst component prepared by bringing (a) dialkoxymagnesium into contact with (b) a tetravalent titanium halide compound and (c) a phthalic acid diester in (d) an aromatic hydrocabon, (B) an organoaluminum compound represented by general formula: R1mAlX3-m and (C) a halogen-containing organosilicon compound represented by general formula R2lSi(OR3)4-l-nYn.
