PROBLEM TO BE SOLVED: To provide a picture display medium and an image forming apparatus which reduce the change of the picture density and that of density uniformity regardless of repeated rewrite for a long time to provide the picture display of stable density contrast. SOLUTION: The picture display medium is comprised of a pair of substrates 8 and 18 which are arranged so as to face each other and a particle group of at least two kinds of particles 22 and 24 which are enclosed in a space between the pair of substrates 8 and 18, and at least one kind of particles out of these particles 22 and 24 have such property that they can be positively electrified, and at least another kind of particles out of the particles have such property that they can be negatively electrified, and particles which can be positively and negatively electrified have difference colors each other, and electrification control agents are internally added to one or both of particles 22 and 24 which can be positively and negative electrified. The image forming apparatus uses this picture display medium.
