PROBLEM TO BE SOLVED: To provide a holographic recording and reproducing device by which information can be recorded with high density and desired optional information can be erased and also which is compact. SOLUTION: The holographic recording and reproducing device is provided with a beam splitter 2 for splitting optical beams emitted from a light source 1 for recording and reproducing into recording light 11 and reference light 12, mirrors 3, 9 for changing optical paths of the recording light and the reference light, a lens 5 arranged in the optical path of the recording light, an optical element 10 arranged in the optical path of the reference light, a holographic recording medium 6 on which the recording light and the reference light are made incident and information is recorded by interference fringes and a lens 7 and a light detector 8 successively arranged in an optical path of reproducing light which is emitted from the light source 1 for recording and reproducing and is transmitted through the recording medium. The optical element is distinguished by being composed of two sheets of phase modulation optical devices and by spatially changing phases of light transmitted through the elements by giving relative position dislocation to two sheets of phase modulation optical elements.
