PROBLEM TO BE SOLVED: To provide a polymer cement composition containing an epoxy resin capable of retarding the rate of neutralization, and forming a cured cement body having excellent mechanical characteristics such as bending strength and compression strength even cured in water, by addition of small amount of an epoxy resin. SOLUTION: This polymer cement composition comprises cement, an epoxy resin and an epoxy curing agent, where the epoxy curing agent is an amine compound or its salt expressed by formula (1): NH2N(R1)(R2)...(1) (R1 and R2 are same or different representing an alkyl, an aryl having 1 to 8 carbons, a heterocyclic ring group containing nitrogen, or R1 and R2 are bonded together to form an alkylene or a group expressed by -R3-R4-R5-, wherein R3 and R5 are same or different representing an alkylene having 1 to 8 carbons, R4 represents oxygen atom, sulfur atom or group =NR6 or =NNH2, wherein R6 represents hydrogen or an alkyl having 1 to 8 carbons).
