PROBLEM TO BE SOLVED: To provide a neutral density(ND) filter which can suppress the transmitted light quantity of eve infrared light, and which can cut near-infrared light harmful to a color TV camera when it is used with a color TV camera, for example, or can suppress a transmitted light quantity compared with visible light. SOLUTION: The film deposition of the ND filter film 12 having transmittance constant to light is carried out by vapor deposition on the surface of a substrate 11 on which the light between a visible light region and a infrared region is made incident. The film deposition of the infrared cut-off filter film 13 having lower transmittance than a surface ND filter film 12 relative to light in the infrared region is carried out on the rear side surface of the substrate 11 by vapor deposition.
