PURPOSE: A method for managing an on-line and off-line point reserve fund is provided to activate an electronic commerce at an on-line and an electronic commerce at an off-line by inducing a client to promote a consumption and enabling a client to repay using cash or a point reserve fund. CONSTITUTION: A point exclusive purchase card is issued and used in order for a client(100) to buy a commodity at an on-line and at an off-line using a point reserve fund. A mediator server(200) generally manages a system. An on-line seller and contents provider(300) supplies commodity information on an Internet site being operated and managed by the mediator server(200) at an on-line and performs a transaction with the client(100). An off-line seller and contents provider(400) is connected with the mediator server(200) at an off-line and performs a transaction with the client(100). A commodity database stores commodity related information of the sellers. A contents information database stores contents related information of the contents provider. A lending point information database stores information of a point reserve fund borrowed by the client(100). A service point information database stores information of a service point receiving a service from the sellers and providers(300,400). A client information database stores client information as a credit grade. An information storage, inquiry, and paying unit constructs a checking process and paying unit with respect to a point reserve fund used by the client(100). A certifying unit constructs a certifying process and a paying unit in accordance with using a point reserve fund. In addition, a delivery information unit and a point IC card issuing unit are provided.
