PROBLEM TO BE SOLVED: To provide a method of construction capable of raising a steel tower in safety without placing a supporting wire, by mounting a frame not needing a height reaching the raising height of the steel tower, on the foundation. SOLUTION: In this steel tower raising construction method by lifting the steel tower by separating a lower end of a leg body of the steel tower from the foundation and connecting a leg material to the lower end of the leg body, the frame 2 of a specific height is mounted on the foundation in a tower body, a vertically movable outer frame 6 is mounted along an outer periphery of the frame 2, plural arms 7 are mounted toward a main pole member 8 of the steel tower 6 from the outer frame 6, the main pole member 8 of the steel tower 5 is grasped by tips of the arms 7 to raise the outer frame 6 to a predetermined height, a main pole member 24 of a next knot is inserted and connected into a clearance between the main pole member 8 of the steel tower 5 and the foundation, the grasping of the main pole member 8 by each arm 7 is released to lower the outer frame 6, and this procedure is repeated to raise the steel tower by a desired height.
