PROBLEM TO BE SOLVED: To provide a hair-decoloring and hair dye-removing composition that can give uniformly even and strong decoloration and dye-removing effect with lowered hair damage and skin irritation without environment deterioration. SOLUTION: The objective hair-decoloring and hair dye-removing composition includes an oxidizing agent, potassium persulfate and sodium persulfate and the concentrations of the potassium persulfate and the sodium persulfate components, when it is applied, are characteristically 10-20 wt.% and 0.5-3 wt.%, respectively.
