PROBLEM TO BE SOLVED: To urgently operate an actuator, to continue work and to secure the appropriate operation of the actuator when regular operation control cannot be performed due to the abnormality of an information input means inputting control information for regular operation. SOLUTION: The urgent operation means 77 of a manipulation type and the urgent operation command means 76 of a manipulation type are arranged in parts near a control part U loading a control means H controlling the actuator for work. When the urgent operation command means 76 commands an urgent operation mode in a state where the control means H discriminates that control information inputted from an information input means for regular operation control is abnormal and stops the performance of regular operation control, urgent operation control for controlling the actuator is performed based on operation information for urgent operation, which is inputted by the urgent operation means 77.
