PROBLEM TO BE SOLVED: To provide a floor heating apparatus including a floor heating panel that is uniform and strong. SOLUTION: The object of the present invention is achieved with a floor heating panel. The floor heating panel is adapted such that a self temperature controlling heater line is wired on a heat insulating plate, on which line a mesh plate is overlapped, and the heater line and the mesh plate are buried in a mortar layer, onto which layer an aluminum foil is deposited to construct a flat plane rectangular panel, on a side surface of which panel a connection member of the heater line is disposed.
