PROBLEM TO BE SOLVED: To solve a problem that damping in every case is difficult because both normal damping and damping for a rapid impact are intended to be commonly performed by a restoring force of a torsion coil spring. SOLUTION: When an arm member 9 is turned by expansion and contraction of a belt B, a base end boss part 7 moves along an arm support part 6 to apply a large pressing force to a friction plate 20 to damp the impact transmitted from the arm member 9 to a spindle member 5, because a ball screw mechanism 53 is disposed on the engaging surface between the arm support part 6 and the base end boss part 7. When a rapid impact is transmitted from the belt B, an elastic force of a belleville spring 51 damps the impact.
