PROBLEM TO BE SOLVED: To provide the method for an emulsion-polymerization where the particle size of siloxane oligomer in an emulsion can be reduced by decreasing the quantity of an ionic surfactant. SOLUTION: The producing process for the emulsion of siloxane polymer particles is composed as follows; (I) forming a mixture of (a) non-emulsified cyclosiloxane, (b) a kind of an ionic surfactant or a mixture of two or more kinds of ionic surfactants, (d) water, and (e) a siloxane polymerization catalyst, and not containing (c) a nonionic surfactant; (II) heating and stirring the mixture at a temperature to form a desired polymer particle size to polymerize the siloxane oligomer and thus the emulsion of the siloxane polymer particles is formed.
