PROBLEM TO BE SOLVED: To provide a conductive material which uniformly decreases a surface intrinsic resistance value of an insulating base material keeping good working efficiency and is suitable for an electrostatic controlling material. SOLUTION: A conductive sheet 10 is obtained by forming, if desired, an anchor coat 2 of a two component reaction urethane-based resin as a major agent on a base material sheet 1, forming a plurality of coat layers 3 of a conductive coating agent having a fine void between the layers on it by means of gravure print dry coating method and preferably further forming a top coat 4 on it. A conductive member is obtained by laminating it on a base plate. A packaging material is obtained by use of them.
