PROBLEM TO BE SOLVED: To obtain a non-slip rubber panel excellent not only in the adhesion of a powder rubber molded layer and a vulcanized layer but also in durability. SOLUTION: A non-slip rubber panel 1 is laid on a substrate base to suppress slip. The non-slip rubber panel 1 comprises a laminate consisting of a powder rubber molded layer 2 and the vulcanized rubber layer 3 under the powder rubber molded layer 2. The powder rubber molded layer 2 is a compressed vulcanized molded object of a mixture layer of elastic chips with a mean particle size of 0.5-10 mm and an unvulcanized rubber and the powder rubber molded layer 2 has thickness of 3-30 mm and the vulcanizized rubber layer 3 is a vulcanized molded object of an unvulcanized rubber layer and the elastic chips are solidified by vulcanized rubber by the pressure and vulcanization treatment of the laminate of the mixture layer and the unvulcanized rubber layer to closely bond the powder rubber molded layer 2 and the vulcanized rubber layer 3.
