PURPOSE: Provided is a sludge withdrawal device for settling basin which is characterized in that a scum skimmer is installed on the water surface of a sedimentation tank to remove scum by a scum scraper. Also, shape of the lower part of the sedimentation tank is reverse cone to remove settled sludge efficiently. CONSTITUTION: The device is characterized by the following parts: a space which is shaped like reverse cone to collect and remove settled sludge; a rotation shaft(13) driven by a motor(3); a scum scraper(4), connected which is installed on the water surface of a sedimentation tank(1) to remove scum of water surface, being connected to the rotation shaft; a sludge scraper(6) which is installed to come into contact with inclined surface of the reverse cone space for collecting sludge, being connected to the rotation shaft; and a scum skimmer(27) for collecting scum removed by the scum scraper(4).
