PROBLEM TO BE SOLVED: To efficiently regenerate decelerating energy of a vehicle and to efficiently use it. SOLUTION: An air-conditioning function is aided by a compressed refrigerant by force-feeding oil from a hydraulic pump to be driven at the time of decelerating the vehicle to a decelerating energy regenerating mechanism 4 and compressing air conditioning refrigerant gas. Additionally, a hydraulic pump motor 23 selectively interlocked with a drive shaft 6 of the vehicle and an accumulating container 25 having an oil chamber 27 and a gas chamber 28 partitioned by a pressure reacting member are furnished, oil is supplied to the oil chamber 27 by the hydraulic pump motor 23 to be driven at the time of decelerating the vehicle and refrigerant gas introduced from an air- conditioning refrigerant circuit to the gas chamber 28 is compressed.
