PROBLEM TO BE SOLVED: To provide a roll cutting device capable of suppressing the generation of chips, performing efficient cutting, and miniaturizing the device itself. SOLUTION: The roll paper cutting device 10 is provided with a device body 12 and an arm part 13 provided turnably for the device body 12. A hook 19 engageable with a core bar 20 inserted into a core pipe T of a roll paper P is provided on a tip side of a shaft 18 constituting the arm part 13. A slider 23 and a second hydraulic cylinder 25 for pressing a blade part against a center side from an outer peripheral side of the roll paper P and a holder 26 and a third hydraulic cylinder for reciprocating the blade part along the direction of width substantially of the roll paper P are provided on an arm part 13 side. Consequently, the blade part can be pressed against the roll paper P while reciprocating and a cutting condition can be improved.
