PROBLEM TO BE SOLVED: To provide a method of treating an organic halogen compound which is capable of shortening the time for mechanochemical treatment. SOLUTION: In the method of treating the organic halogen compound (e.g.: polyvinyl chloride, dioxins) by adding a dehalogenation agent to this compound and subjecting the compound to mechanochemical treatment, then to water washing and filtering, the dehalogenation agent is a cement clinker raw material mixture (for manufacturing Portland cement clinker or manufacturing echocement clinker) heated to 800 to 1,100 deg.C and the residues which are made non-polluting after the water washing and filtering are recycled as the raw material for manufacturing the cement clinker.
