<p>PROBLEM TO BE SOLVED: To achieve the balance of oxidation and reduction of a solute by continuously and effectively discharging oxides, accumulated in relatively small- scaled water environment into the atmosphere by reductive performance, and to reach the balance state in a short time from the formation of water environment and keep the balance over a long period. SOLUTION: Soil 22, which is mixed with an organocarbon source 21 in a required amount with respect to the water quantity of a basin 10, is applied to the almost whole of the bottom of low ground 4, which becomes the basin 10 having a bottom part to which waterproof treatment 3 is applied, in required thickness and water is injected in the basin to keep a cut-off state for predetermined days to raise a reducing region and, thereafter, water is aerated for predetermined days to raise an oxidizing region 30.</p> |
