PROBLEM TO BE SOLVED: To provide a technique for setting measuring electrodes with high accuracy and not to be dislocated, used for detecting damages of a water shielding sheet at a waste disposal site. SOLUTION: A frame body W fitted with a seepage control sheet 3 is arranged at a predetermined space in between the concave 1 of a waste disposal site B (FIG. 6 (a)). Then, the measuring electrode 6 is fixed at a projection 3A protruded from the seepage control sheet 3 (FIG. 6, (b)). Subsequently, concrete is cast into a gap between the seepage control sheet 3 and the concave 1 (FIG. 6 (c)). After the concrete 2 is cured by curing it for a period of time, the frame body W is removed (FIG. (d)). Thus, the measuring electrode 6 is embedded and fixed in a concrete wall 2.
