PROBLEM TO BE SOLVED: To provide a technology which cleans soil and improves water quality with the decomposition, dissolution, separation/removal, etc., of harmful substances or unnecessary substances such as organic and inorganic substances in the polluted soil and, by injecting air and water into the polluted soil, with a simple apparatus, an easy operation, safety, less troubles, an easy of maintenance, and low cost. SOLUTION: In an apparatus for cleaning soil by a gas-liquid mixed phase flow, a pump for sending the gas-liquid mixed phase flow is provided, a pressure pipe is installed in the polluted soil from the pump, the flow is discharged into the soil to pass through the soil, the organic substances in the soil are decomposed, the harmful substances and the unnecessary substances are dissolved and separated, the water quality is adjusted, a chemical is mixed are required for promotion, the flow is sent, and polluted water and polluted gas generated from ground water, etc., are cleaned.
