PROBLEM TO BE SOLVED: To provide an air conditioning device for a vehicle and an air conditioning method for a vehicle capable of improving comfort by increasing cooling capacity in a driver seat side, operating with low energy consumption, and improving a cooling down performance in a passenger compartment. SOLUTION: In this air conditioning device having an inlet part of a ventilation duct including a driver seat side ventilation passage communicating to a driver seat side below out opening and a passenger seat side ventilation passage communicating to a passenger seat side below out opening connected to an air conditioning unit, the ventilation duct is constructed to make air flow quantity V1 in the driver seat side ventilation passage and air flow quantity V2 in the passenger seat side ventilation passage fulfill a relation of V1>V2 to increase air flow quantity blowing out from the driver seat side below out opening for increasing capacity in the driver seat side, improving comfort, operating with low energy consumption, and improving a cooling down performance in a passenger compartment by swirl flow.
