PROBLEM TO BE SOLVED: To provide a structure of a tearing-off type machine cutter cutting a continuous cotton-like pulp product having a large and square cross section per a fixed length. SOLUTION: In an efficient cutting system for the cotton-like pulp 10 product having the large cross section and flowing continuously in a fixed direction on a conveyor, it is temporarily stopped per fixed length, two flat comb teeth having a plurality of teeth having substantially same width as whole width of the cotton-like pulp 10 product and a pointed tip like whale tooth are pierced down to a depth close to whole height of the cotton-like pulp 10 product in a flat plate 8 part having a chopping board function and supporting a bottom part of the cotton-like pulp 10 product, one of them is stationarily fixed in the deepest part, and the other one of them on an advance direction side is moved by swing or moved horizontally and is cut off so as to tear it off in the direction of advance to provide the efficient and simple cutter having a tearing off system in which a cross section close to whole cross section is cut at a stroke at low cost.
