PROBLEM TO BE SOLVED: To provide a scale inhibitor composition having a good anti oxidizing property and scale dispersibility. SOLUTION: The scale inhibitor composition has a polyalkylene, an amine and PON on the same molecule and has scale dispersibility and anti-oxidizing properties. The chemical formula thereof is represented by (R1R2)xPOR23-x (wherein, R1 and R2 are selected from a polyalkylene, polyetheramine and a polyamine having an oxyalkylene, O is oxygen, P is phosphorus and x is 1 or 2).
