PROBLEM TO BE SOLVED: To cut all layers or a layer of a part of a member to be cut having a multilayer structure or cut an end part into a predetermined shape by a simple configuration. SOLUTION: A cutter 35 comprises each cutting mechanism including an all cutting mechanism 20, a partial cutting mechanism 30, and an end part cutting mechanism 50, a driving motor 16, and a driving mechanism 70. When the driving motor 16 rotates forward and drives, its drive is transmitted by the driving mechanism 70, and a movable blade 22 for all cutting moves toward a fixed blade 21 to cut all layers of a tape member 101. When the driving motor 16 rotates reversely and drives, its drive is transmitted by the driving mechanism 70, and a movable blade 32 for partial cutting comes into contact with a holder 31 with a predetermined clearance to cut a layer in a part of the tape member 101. Moreover, when the driving motor 16 is rotated reversely and drives, a movable blade 52 for end part cutting moves toward a fixed blade 51 to cut an end part of the tape member 101.
