PROBLEM TO BE SOLVED: To provide an optical element, capable of reversibly controlling the degree of reflection and the existence of reflection by applying electric field and having operating voltage lower than that of a conventional optical element, formed in a multi-layered structure of a liquid crystal and a polymerized cured matter, and to provide its manufacturing method. SOLUTION: The optical element consists of a 55-68 wt.% liquid crystal material and the polymerized/cured matter of a polymeric composition containing a 30-43 wt.% polymeric compound and 2-15 wt.% photopolymerization initiator between two transparent substrates, having an electrode layer and has the multi-layered structure, where the liquid crystal material and the polymerized/cured matter of the polymeric composition are layered alternately and repetitively, and the contents of the liquid crystal material and the polymerized/cured matter of the layers alternately formed are different by each layer and refractive index periodically varies. Its manufacturing method are also provided.
