PROBLEM TO BE SOLVED: To solve various problems produced in the case that the detection voltage (absolute value) for output voltage control of a converter transformer is small. SOLUTION: A detection voltage filter part 7 filters alternating current voltage output from an output detection winding 4 in a floating state to be converted into direct current voltage. In addition, a bias part 9 heightens the potential of the prescribed part of the detection voltage filter part 7 only a prescribed value above the ground potential. An error amplifying part 8 amplifies a difference between a prescribed reference voltage value Vref and a detection voltage value (Q point voltage value) obtained by heightening at least a part of the direct current voltage converted by the detection voltage filter part 7 only the prescribed value by the bias part 9. A drive part 5 regulates the voltage value of alternating current power supplied to a drive winding 2 on the basis of a differentiated and amplified result.
