PROBLEM TO BE SOLVED: To accurately maintain a discharge quantity from a discharge port in a pumping device used for a power steering or the like for a vehicle. SOLUTION: A rear side plate 12 formed with a discharge port 25 abuts on the rear side face of a vane pump part 20 having a rotor 22, and a discharge passage 35 between the rear side plate and the rear part of a housing 10 is provided with a metering orifice 36. A flow control valve 40 for controlling the return quantity of an operating fluid from the pressure chamber to an intake port 124 of the vane pump part is controlled by the pressure difference across the metering orifice. The wall surface of the housing forming the pressure chamber is formed with a barrier 32a hindering the operating fluid from the discharge port 25 from directly flowing into the metering orifice. The wall surface of the housing 10 may be formed with a pair of guide walls 33 for leading the operating fluid from the discharge port to the center part of the pressure chamber, instead of the barrier.
