PROBLEM TO BE SOLVED: To provide a system which can promote the introduction of a hot-water supplier 14 to many homes 3a. SOLUTION: The system which promotes the introduction of the hot-water supplier 14 which is constituted as an energy-saving apparatus to the homes 3a is provided with a fixed-amount deciding section 24, an apparatus control section 23, and an information management section 22. The fixed-amount deciding section 24 decides at least an apparatus introducing cost and a variable energy cost as a fixed amount to be paid by each home 3a in installments at every prescribed period. The variable energy cost is the cost to be born by each home 3a for operating the hot-water supplier 14. The apparatus control section 23 suppresses the energy cost caused by the operation of the hot-water supplier 14 by remotely controlling the supplier 14. The information management section 22 collects the state of each home 3a or the hot-water supplier 14 used in each home 3a as data. The fixed-amount deciding section 24 sets a fixed amount to be charged to each home 3a based on the collected data.
