There are found a first traveling timeΔTbi until the preceding mobile unit completes a certain event A after having completed to enter into each section is found, a section where a velocity pattern assumed by the succeeding mobile unit approaches closest to the preceding mobile unit but not exceeds the pattern of a limit velocity made by the preceding mobile unit is found, and a second traveling timeΔTdi until the succeeding mobile unit travels in accordance with the assumed velocity pattern and completes a certain event B after having entered into this section. Then, a valueΔTi is found by adding those times in the above with a timeΔTsi required for the change of a signal indication at each section where the preceding mobile unit runs, and the largest valueΔTm among those valuesΔTi is set as a time interval.
