PROBLEM TO BE SOLVED: To provide a ticket issuing machine allowing purchase of a ticket with seat reservation by means of easy operations. SOLUTION: This ticket-issuing machine 1 is provided with a touch panel 28 for receiving input of various operations by a passenger and displaying various operation guides and the like for the passenger, a insert ticket issuing port 4 issuing a limited express ticket, receiving insertion of a setting ticket, and issuing the setting ticket, a bill inserting/returning port 5, a coin insert port 6, and a change returning port 7. The setting ticket, on which a seat reservation condition set by the passenger via the touch panel 28 is recorded, is issued; and when insertion of the setting ticket is received, the limited express ticket based on the reservation condition recorded on the setting ticket is issued.
