PROBLEM TO BE SOLVED: To provide an electromagnetic actuator which generates thrust at steady state in a short time in good response and stably holds the object in two positions without applying a large voltage when starting. SOLUTION: A ring shaped excitation coil 10, a main yoke 12 which surrounds the periphery of the excitation coil and facing pole teeth 12a, 12b on the both end sides of a center hole 11 of the excitation coil and a cylindrical shape permanent magnet 13 which is disposed in the center hole of the excitation coil movable in the axial direction of the hole and magnetized in the radial direction, are provided.
