PROBLEM TO BE SOLVED: To provide an illuminating apparatus which can optimize the light distribution according to the requirement of a display part by partly changing the amount of outgoing light from the illuminating apparatus, and a display using the illuminating apparatus. SOLUTION: The illuminating apparatus has a linear light source 3 and a light guide plate 4. Light from the linear light source 3 is introduced into the light guide plate 4 via one end face, distributed in two dimensions and emitted from one or both of front and back faces. One face of the light guide plate 4 has a rough face part 46 on which hardly visible microscopic irregularities are distributed sparsely. Thus an icon part B of a touch panel 8 can be illuminated without increasing the amount of light from the linear light source 3 and without decreasing the amount of light emitted toward a non-light-emitting display means 1. |
