<p>PROBLEM TO BE SOLVED: To provide a moving image encoding method and device therefor that encode moving image data assembled into frames by each frame, transmit encoded frames and preclude the possibility of unstable image quality and an unstable frame rate resulting in causing an unnatural decoded image. SOLUTION: The moving image encoder has a means that calculates a prediction encoding amount of frames, a means that calculates an object encoding amount in the case of encoding a current frame based on encoding amount information as to an object bit rate and preceding frames, and a means that decides whether or not the current frame is to be encoded based on the object encoding amount and a predicted encoding amount. The moving image encoder decides whether it encodes the entire current frame or encodes a partial area of the current frame based on the predicted encoding amount. Furthermore, the moving image encoder stops encoding of the current frame when an encoding amount of the current frame exceeds a prescribed threshold value corresponding to the object encoding amount.</p> |
