<p>PROBLEM TO BE SOLVED: To provide an image controller that enhances the coding efficiency and the image quality of an image signal. SOLUTION: A comparison processing means 1 conducts at least one of a 1st comparison processing where a motion vector and a threshold are compared, a 2nd comparison processing where a motion compensation prediction error and the threshold are compared, and a 3rd comparison processing where the threshold and a value resulting from subtracting the motion compensation prediction error from an inter-frame difference are compared. A repetitive number control means 12 adaptively controls a repetitive number of a B picture to be inserted in a stream based on the information of a comparison result.</p> |
