PROBLEM TO BE SOLVED: To provide a silver halide emulsion with high sensitivity, stability against fog and storage stability in a state of a gel, and a silver halide color photograph photosensitive material with high sensitivity and stability against fog. SOLUTION: In the silver halide color photographic photosensitive material, one side of a support has a photograph forming layer comprising at least two red, green and blue sensitive layers and unphotosensitive layers respectively, the potential of silver in a coated film is 60-130 mV, the surface of the film has 5.6-6.5 pH and the silver halide emulsion, which is chemically sensitized under a condition of a molar ratio of 60-85% of a selenium sensitizer to a chalcogen sensitizer, is used in at least one layer in photosensitive layers.
