PROBLEM TO BE SOLVED: To provide a hydraulic device that can reduce the swing of a vehicle body, when the vehicle is suddenly steered, by installing an inexpensive and simplified device into the circuit of a traveling system comprising a fixed displacement hydraulic pump. SOLUTION: The driving power control circuits 60, 61 are connected to actuator lines 30, 31, 35, and 36 to control the driving power of traveling motors 3, 4. The actuator lines 30, 31 connect between a directional control valve 11 and a counter balance valve 32. The actuator lines 35, 36 connect between a directional control valve 12 and a counter balance valve 37. Furthermore, the control circuit 60 comprises control lines 40, 41 branched from the actuator lines 30, 31, throttle valves 44, 45 and relief valves 46, 47 that are connected into the control lines in series, and a tank line 42 connecting the downstream side of the control line to tank 23. The control circuit 61 comprises control lines 50, 51 branched from the actuator lines 35, 36, throttle valves 50, 51 and relief valves 56, 57 that are connected into the control lines in series, and a tank line 52 connecting the down stream side of the control line to tank 23.
